Waupun Correctional Institution Lockdown: Historic Crisis, Inmate Deaths, and Ongoing Scandal

Matthew Neumann describes how Waupun’s prison warden was arrested after Prison Writers’ Loen Kelley notified the local and national media about the prison’s brutal conditions. The Waupun Correctional Institution lockdown has become one of the longest and most controversial in U.S. prison history. With inmate deaths, contraband scandals, and ongoing investigations, the Wisconsin prison remains shrouded in chaos and tragedy.

Waupun Correctional Institution went on full lockdown two years ago and still remains under limited movement today. The length of this unprecedented lockdown sparked an FBI probe into smuggled contraband and a Dodge County Sheriff’s investigation into inmate deaths suspected to be homicides.

Lockdown and the Arrest of Prison Officials

When televisions blared “breaking news” of WCI Warden Randal Hepp’s arrest, cheers erupted inside the prison. The news revealed Hepp and 15 staff members, including medical staff, were charged with smuggling contraband and implicated in the homicide of inmate Donald Maier.

During the ongoing lockdown, Maier had his water shut off for days, forcing him to drink from his toilet before dying. Inmates described hearing his cries for help echo through the cell blocks until his final moments.

Living Conditions During Lockdown

The lockdown has left inmates confined to their 5×9 cells, with only about four hours of out-of-cell time per week. The chow hall remains closed, all meals are eaten inside cells, and movement is only by staff escort. The bakery is shuttered, and while the kitchen has reopened to provide hot meals five days a week, the prison remains suffocating under the weight of a never-ending lockdown.

Tragedies Inside a Dungeon

Even as restrictions eased slightly, tragedy continued during the lockdown. Inmate Chris McDonald died by hanging, followed by another inmate who overdosed. Drugs and contraband remain rampant, with some days seeing three to five overdoses requiring paramedics and ambulances. Each medical emergency forces a temporary medical lockdown, disrupting prison life further.

Inmate Jump During Lockdown

On April 16, 2025, WCI was thrown back into full lockdown after a 44-year-old inmate jumped from the fourth tier. He was rushed by ambulance and later airlifted to a trauma hospital.

Built in the mid-1800s, WCI is the oldest operating prison in the Midwest, housing around 1,200 maximum-security inmates. Its narrow walkways and minimal guardrails cannot prevent suicide attempts or violence. Whether this incident was an attempted suicide or drug-related remains unclear, but it added to the tragedies under lockdown.

Lockdown Legacy at Waupun

The lockdown at Waupun Correctional Institution is one of the longest in modern prison history. Marked by inmate deaths, overdoses, staff corruption, and unrelenting contraband, the prison continues to symbolize the failures of Wisconsin’s correctional system. For many inmates, the lockdown has become a permanent reality — one that offers no escape.
